The Biological Counterintelligence Agency was a branch of the government specially devoted to identifying X322 recipients and capturing or subduing them, if necessary. They are also interested in finding the serum's formula to use for their own purposes. Members are the elite pickings from various government programs and of superhuman citizens whom have shown potential.

Recent events in New Haven have significantly changed their role. The Agency is now a full branch of the military. They are tasked with the organization and training of the new mutant population to deal with outside threats. New Haven's Director is Eileen Brooke, and she answers only to the BCA in Washington, DC.

Agents are comprised of humans and superhumans alike, but there’s a glass ceiling within the Agency hierarchy. The Director’s office is almost entirely made up of ordinary human beings; those with powers have difficulty climbing up to executive positions in which they must be trusted with sensitive information regarding the Agency. For this reason, superhumans are mostly field agents. Those with the drive may climb further up, but there will be a point where they face hurdles due entirely to their ability.

Superhuman agents are often approached by the BCA for training due to their skill or usefulness in some capacity. There are few options for those approached by the Agency, however. Superhumans considered to join are also considered too dangerous to operate outside of the Agency’s supervision, so those that refuse will be captured and contained. Those that join must complete a minimum of six months of rigorous training.

  • 3-5 characters.
  • Low numbers denotes seniority.
  • Letters denotes superhumans.
  • Letters that come later in the alphabet means the ability is deadlier and vice versa.
  • Two letters, max.
  • Ex: A394, UA294, H1264, 325

Bio soldiers, or bios, are the infantry of the mutant army. Mainly made of up mutants with physical powers, bios are trained to fight using both their own body and their powers.

While all physical training takes place together, teams of 3 to 5 mutants get put into squads based on complementary abilities to create cohesive and powerful groups.

Bios make up the bulk of the army and reside in what was once midtown. Physical training takes place in the morning in Wright Park.

The Bios are commanded by Clara Gold.

Surveillance Corps

While Bios make up the bulk of the army, the Surveillance Corps is the second largest unit in the mutant army. These mutants usually have mental abilities, or abilities that allow them to gather or store information.

While the Bios form squads, usually the Surveillance Unit is split into different groups based on skill sets. These mutants are trained to spy, and that does involve some physical training and a lot of mental training to bring powers and minds up to snuff.

The Surveillance Corps are housed in the old Section M housing blocks. Every mutant shares a floor with three or four other mutants, making the space far less crowded.

The Surveillance Corps are lead by Kathryn Dupont.

Proprietary Acts

Proprietary Acts are mutants that are of special interest to the Agency. Decided on a case by case basis, Acts have little to no freedom -- they are under constant watch. To those outside of the group, the Acts are considered to be highly dangerous mutants with violent tendencies. Mystery surrounds them, and they are rarely seen in public.

Inside, Acts can be held for general testing of ability, experimentation or for specialized purposes. They are kept in secure rooms in Uptown and must have an Agent accompany them in areas outside of their rooms.

Anyone wishing to see them, must file a request and be cleared by Eileen Brooke herself.

Secure Vault

The Agency has no desire to waste mutant talent, and can see inside the minds of various mutants while they are in the Vault, so often particularly stubborn, or troublesome mutants are put in the Vault.

Inside the Vault, mutants can use their powers normally and are locked in a room with things they want, before being subjected to their worst fears. There is a bug in the system that allows them to get out of their rooms, but there is no escape from the Vault.

Outside the Vault, there are layers and layers of protections, some old, some new, since the break in.

These are the people who escaped from New Haven before the end of the riot. They are wanted nation wide, and a massive manhunt is going on all the way to San Francisco and Sacramento. Agents are placed on the case, and a tip line has been set up for anyone seeing these people. Anyone with any information is instructed to call in for a reward.

There are several trackers in search of these people, and the public is told they are highly dangerous killers who should be reported at once.
